i think it just depends on where you purchase the brushes from although i find most of the time they come in sets of 12How many makeup brush's are in complete set?

I think u just need to get a pair a brushes if has the smudger n the eyeshadow n blush brush it's good n the most important the one for ur eyebrows basically those just so u can look pretty.
