It sounds like the 'hard stuff' is tartar (calculus) - it's when the sticky film on your teeth known as plaque hardens due to minerals in your saliva. It can't actually be removed with a toothbrush, so you should go to your dentist/hygienist so they can scrape it off for you (get a scale %26amp; polish!).
The bleeding is caused by your gums getting irritated by the bacteria in the plaque and tartar. You need to make sure you're brushing your teeth properly and regularly, and get the tartar removed regularly by the dentist.
Tartar is the hard stuff on your teeth.
Plaque is the soft stuff.
Nothing but a good scrapping of your teeth will remove the tartar from them. Either take a few years of dental hygiene and get some instruments and clean your own teeth, or make an appointment with your dentist or hygienist. Oh and I should say, I have seen people who have damaged their teeth by trying to perform their own scaling without knowing what the hel_ they were doing.
Gums bleed because you have Gingivitis. Again bacteria from the tartar and plaque that you have on your teeth irritate your gums and give you gingivitis.
Gingivitis gives you gums that are red, swell, and bleed when you floss or brush them. Getting your teeth cleaned and keeping them clean will reverse the gingivitis.
Hey I have had that problem,
My dentist said that hard stuff your revering to is called plaq (Pronounced Plark)
Just brush really hard and if the plaq still doesn't come off, See your dentist and book an appointment for a scale and clean :)
Oh an also the bleeding part is Good!
If your gums mean that just means that your removing the germs that harbour there.
Brushing and making your gums bleed is good, Try not to avoid it if its bleeding. Keep it up!

its from the buildup of plaque and the hardening of ti
shouldnt happen if you normally brush your teeth
