An easy but rare way is through the Fruit Machine- if you match certain fruits you can win a random Paintbrush, 15k, and a random battle muffin. You can also find them randomly through a rare event where Jacko comes up to the current pet you have active and paints it an available color. Another way that is VERY easy, but still rare is the Neopets Toolbar. An Ixi named Tarla gives away free random items through a giveaway, I've won a Darigan Paintbrush and a Starry PetPet Paintbrush from it. They also have items like Petpets and furniture.
